今年以来，宁夏铁塔积极贯彻落实总部单站核算管理有关要求，积极与三家电信企业共同完善站址信息，建立单站服务档案，提高维护管理精细化，为进一步提升维护服务水平奠定了坚实基础。

明确单站服务档案内容。宁夏铁塔通过与三家电信运营企业召开维护对接会，对单站服务档案的内容、确认原则、考核办法等进行讨论、明确，形成会议纪要，及时下发地市分公司执行。

细分站址维护等级。宁夏铁塔从设备信息、服务标准两个维度出发，以实事求是为原则，与三家电信运营企业逐站确定维护等级。在原有省级服务协议的基础上，将高等级服务、标准服务、免责站址的场景定义和断电退服考核进行细化：对高等级站址明确了涵盖场景和不适用原则；对标准站址，尤其是RRU拉远无备电的站址，综合考虑上站时长、特殊天气、物业敏感等因素，分别制定单站断电退服免责时长；对免责站址细分为按场景免考核、按时间段免考核、全免责等。

确保服务档案真实性。宁夏铁塔在日常维护、巡检工作中发现条件变化，能够为电信企业提供更好的服务时，与其共同确认并及时调整服务等级，确保档案真实性。

统一维护质量考核标准。单站服务档案既作为电信运营企业对铁塔维护服务质量的评价标准，也作为铁塔公司对代维单位考核的重要依据，避免服务评价和考核出现灰色地带。

研发专用IT支撑工具。宁夏铁塔通过扫描二维码可展示该站址服务档案的全部内容。目前，单站服务档案建立工作正在所有区域有序开展。

Ningxia Tower from the equipment information, service standards two dimensions, to seek truth from facts as the principle, and three telecom operators station by station to determine the maintenance level. On the basis of the original Provincial Service agreement, the scenario definition of high-level service, standard service, exempt station site and the assessment of power outage and refund clothing are refined: the scenarios and unsuitable principles of high-level station site are defined; the standard station site, especially the RRU unprepared power station site, is taken into account, taking into account the length of the station, special weather. The exemption time of single station for power outage and refund service should be worked out separately, and the exemption site should be subdivided into exemption from assessment according to scene, exemption from assessment according to time period and total exemption from responsibility.

Ensure the authenticity of service files. Ningxia Iron Tower in the daily maintenance, patrol work to find conditions change, can provide better services for telecommunications enterprises, and jointly confirm and timely adjust the level of service to ensure the authenticity of the files.

Unified maintenance quality assessment standard. The single station service archives are not only the evaluation standard of the maintenance service quality of the tower for the telecom operation enterprises, but also the important basis for the evaluation of the maintenance units by the tower company.
