为推进工程建设进度、提升企业影响力，福建泉州铁塔积极走访市公安局，以共同推动“平安中国”建设和“宽带中国”战略实施为契机，经过半年的磋商、试点、总结，双方近日正式签署基础设施建设合作协议。预计，本次合作可为泉州铁塔节约投资近5000万元。

合作协议聚焦资源共享，减少重复投资。一方面，泉州公安部门开放所有公安系统监控杆、交通信号杆、交警道路指示牌等供泉州铁塔安装基站设备（含天线）；另一方面，泉州铁塔开放所有自有产权杆塔机房供泉州公安安装视频监控、集群通信等公共安全设备。经初步筛选，泉州铁塔可利用公安局现有3000多个公安监控杆及1万多个交警监控杆，将提高对小区、道路等区域的信号覆盖能力，促进快速建站；而公安局可利用铁塔公司现有2万多个站址资源，进一步完善公安监控网络，快速部署集群通信系统。

根据协议，泉州铁塔将参与公安城市信息安全平台立杆新建项目的设计和规划。对有共同新建需求的位置，由公安帮忙协调市政审批，由泉州铁塔负责杆塔主体建设，并为公安新增监控支撑臂及电源；对泉州公安尚未计划建设监控立杆但又适于通信基站站点的位置，以双方名义立杆，仍由公安帮忙协调市政审批，由铁塔公司先行建设并预留相应监控抱杆和电源。据悉，今年双方计划新建200个共建站点。

通过协议签订，双方明确了战略伙伴关系，并将合作由市局同步延伸至各县市，建立了县市联络名单，同时明确了具体的对接流程。每月5日，泉州铁塔将需要开放共享的站点信息发给公安局审核确认，5个工作日内完成审核确认工作向泉州铁塔开放，目前已在城区、晋江、南安等多个县市完成30多个试点项目合作。通过共建大幅提升建设效率，新建基站可缩短工期近3个月。
