泰安铁塔公司加强主动服务意识，本着“规划先行、提前储备”的工作思路，联合泰安联通公司共同完成2016年LTE二期工程预规划。

一是坚持“三个同一”。在前期良好合作的基础上，进一步明确双方合作思路，坚持“三个同一”，即“同一个目标”、“同一种语言”、“同一个步调”。“同一个目标”指提前规划、创优争先；“同一种语言”指在商务定价、网络总体规划战略指导下开展工作；“同一个步调”指联合开展工作，共同规划、共同筛查选址、共同确定最终方案。

二是联合推动现场勘查。为掌握到第一手资料，了解工程实际情况，双方共同组成联合现场勘查小组，对所有需求逐一现场核实，将建设类型、经纬度、现场照片等基本信息逐一登记造册，确保工程建设规划的合理性，为提升共享率奠定基础。

三是坚持共建共享优先。双方明确共建共享比例不低于95%，新建独享严格控制在5%以内，规划方案基本使用移动新建及存量基站共享实现，LTE二期共规划200个站点，共建共享解决比例高达96%。下一步，泰安铁塔公司将积极协助泰安联通在规划优先级排序、租赁服务费计取测算、光缆路由规划等方面开展工作。
