马德里时间11月14日，一座来自北纬37°黄金纬度线上的魅力之城高青，在2018年巴塞罗那智慧城市博览会（英文简称：SCEWC）上斩获Digital Transformation Award（数字化转型奖）。

2018年巴塞罗那智慧城市博览会于11月13-15日在巴塞罗那GRAN VIA展览中心举办。SCEWC已成为智慧城市领域的领导型国际展会，是世界最具创新的城市、企业、研究中心和国际组织的专家及领导者聚集的最主要的会议场所。

此次高青成功荣获“数字化转型奖”，是巴塞罗那智博会对高青智慧城市的充分肯定。从今年6月惊艳亮相德国Cebit，到今天巴塞斩获全球智慧城市“奥斯卡”大奖，高青再一次被世界瞩目，在全球刮起一股智慧城市建设的中国风。

16年与华为结缘，经过近2年的建设，由高青县政府和华为联合打造的县域智慧城市样板点正一步一个脚印践行着最初的目标，所建立的可运营、可复制、可推广的智慧城市建设模式及相关产业正从山东走向全球。

在智慧城市领域，华为始终以解决城市客户的实际问题为出发点，首先重点聚焦ICT基础设施建设，基础设施平台所带来的应用价值正是智慧高青与其他城市的区别之一，也是智慧高青成功的关键所在。

而基础设施建设中最核心的平台是首次创新构建了一张覆盖全县域的无线专网，依托3GPP的技术先进性和成熟生态，华为eLTE将领先的4.5G LTE引入到高青智慧城市ICT基础设施平台建设中，构建了城市神经系统。（截至2018年上半年，在全球行业无线市场，华为已签订663个eLTE网络合同）

40年前，发展乡镇经济经常说：“要想富，先修路”，今天建设智慧城市也是同理，要想实现数字经济转型，同样需要先修筑一条贯穿全县的网络信息公路。

无论是在城市综合治理、市政基础设施、还是居民日常生活民生保障上，eLTE以统一无线网络同时承载语音、数据、视频和物联传感等业务，极大地满足了城市日常运行中对人与人、人与物和物与物之间无线通信联接的需求。这张遍及高青全县的神经网络系统为城市运营中心及时传送着各个委办局的海量数据，eLTE成为高青智慧城市中政府管理的指挥线、民生服务的保障线和产业发展的生命线，使能智慧应用百花齐放。

网格化管理

让政府协同更高效

在高青，依托网格管理一体化平台，打破传统管理中的条块分割，实现城市管理、环境保护、水务监测、安全生产等多领域业务协同。全县划分网格340个，可以实现网格员上报、政府服务热线、物联网告警、市民随手拍、领导交办等多渠道信息上报。

基于覆盖全县eLTE无线专网，网格员可通过手持终端及时上报事件的相关图片、视频及处置过程记录。依据性质类别，问题单派发到对应专业部门处理，最大程度实现问题发现在基层、处置力量在基层、解决问题在基层。紧急状况下，网格管理平台与政府应急指挥系统互通，指挥中心通过融合指挥平台进行跨部门跨系统统一可视化调度，助力政府提升社会治理效率。

暴雨来袭

让危险远离每一个市民

过去，在汛期发生暴雨时，要派出20多人在县城易涝点巡逻，派专人在河流闸口值守，还经常出现内涝。

利用eLTE无线专网，将易涝点和闸口点的物联网监测信息以及通过视频云统筹的全县所有相关的视频源（包括固定摄像头、智能手机和无人机等）传输到指挥中心，实现全方位现场感知，不再需要派大量人力外出巡逻和值守。

基于各委办局数据共享，将全县所有内涝相关信息和资源都在GIS一张图上进行统筹，包括城市部件、井盖、摄像头、水位、应急人员、应急车辆、学校以及医院等，快速调配资源。通过大数据分析和视频的人工智能分析自动生成提闸申请报告，供县领导决策；同时内涝部门与交警、水务、环保和应急办等及时联动。通过指挥调度统筹，内涝应急部门在一张图上可视化调度相关部门的应急资源，提升应急效率。

危化品装卸运输监控无死角

基于eLTE无线专网和五个资源统筹平台建设了危化品运输装卸全流程监管云平台，对进出淄博市的危化品车辆实施了无死角监控和可视化监管，有效提升了危化品管理水平。

例如当危化品运输特种车辆进入装卸厂区，通过视频和人证合一比对对车辆和运输人员进行身份识别，认证通过才能进行装卸操作。在装卸园区日常运营中，通过eLTE无线专网，指挥中心对园区工作人员、车辆等资源进行可视化调度指挥。运输过程中，利用北斗定位和车载人脸识别，对车辆行驶轨迹跟踪记录，定时上报驾驶人员状态，防止疲劳驾驶或中途换人等危险行为。

一部终端

呵护家乡天蓝水青

小李是高青县环保局环境监察大队一名执法员。每次去企业现场处置污染物超标排放的时候，小李总要提着沉重的环保执法箱，使用不便且设备容易损坏丢失，更有甚者，在位置偏远的企业执法时，公网网络信号差，无法及时回传现场监察数据，导致执法效率比较低。

“智慧环保”项目给小李配备了华为大屏智能终端EP820。这款一体化智能终端集成了传统环保执法箱的绝大部分功能，所有操作在一台设备上完成；并采用IP67级防水、防尘、防震设计，适应严酷的户外执法环境，大大提高了执法效率。

更重要的是，小李不用担心网络信号问题，因为华为eLTE无线专网已覆盖高青的每一个角落，包括主城区和乡村。随着项目的全面推进，一个全方位的环境保护体系正在成型，实现废气、废水、固废、污水厂、水源地、城市空气、道路扬尘等各类监管对象的自动化监测，协助环保部门和城市管理者准确掌握生态环境状况及其变化规律，及时采取科学的环保措施，为高青县呵护绿水青山、创造金山银山提供技术保障。

数据多跑路

百姓少跑路

张大爷是高青花沟镇的一位普通农民，因常年患有高血压和冠心病需要前往20公里外的县医院定期体检，往返一次就耗费一天时间。而如今他可以坐在家里“体检”。更没有想到的是在村卫生室，就可以跟400公里之外的北京301医院首席心脏专家进行“面对面”交流。

这一切归功于去年10月上线并开始试运行的“高青县智慧医疗健康云平台”，村卫生室的医生让村民佩戴一款无线医疗监测设备，可以24小时监测心电、呼吸、血压、血氧、脉率等多个生理参数，当监测数据出现异常，华为智真会议系统可以实现村卫生室、乡镇卫生院、县医院以及知名大医院之间的高清视频会议，让几百公里之外的专家给出准确的会诊意见。华为基站通信电源,华为基站电源,华为通信电源

这些医疗数据通过覆盖全县的eLTE无线专网保障传输，大幅提升了医疗资源的合理化分配，让高质量的医疗服务延伸到每一个乡村。

In Gaoqing, relying on the integration platform of grid management, breaking the traditional management of fragmentation, to achieve business collaboration in urban management, environmental protection, water monitoring, safety production and other fields. The County divides 340 grids, which can realize multi-channel information reporting, such as grid staff reporting, government service hotline, Internet of Things alarm, citizen patting, leadership handover and so on.

Based on the county-wide eLTE wireless private network, the gridder can timely report relevant pictures, videos and disposal process records through the handheld terminal. According to the nature category, the problem sheet is distributed to the corresponding professional departments to deal with, to maximize the realization of problem discovery at the grass-roots level, disposal force at the grass-roots level, and problem solving at the grass-roots level. In emergencies, the grid management platform interacts with the government emergency command system, and the command center integrates the command platform to conduct unified visual dispatch across departments and systems, which helps the government to improve the efficiency of social governance.

In the past, when rainstorms happened in flood season, more than 20 people were sent to patrol the waterlogging-prone points in County towns, and special people were sent to guard the river gates. Waterlogging often occurred.

Using eLTE wireless private network, the monitoring information of Internet of Things at waterlogging and gate points and all relevant video sources (including fixed cameras, smart phones and UAVs) in the whole county coordinated by video cloud are transmitted to the command center to realize omni-directional on-the-spot perception, and there is no need to send a large number of manpower out to patrol and watch.

Based on the data sharing of the commissions and bureaus, all waterlogging-related information and resources in the county are coordinated on a GIS map, including urban components, well covers, cameras, water levels, emergency personnel, emergency vehicles, schools and hospitals, to rapidly deploy resources. Through large data analysis and video artificial intelligence analysis, the application report for lifting sluice is automatically generated for county leaders to make decision. At the same time, waterlogging departments and traffic police, water affairs, environmental protection and emergency management are timely linked.  Through the coordination of command and dispatch, the waterlogging emergency department can visually dispatch the emergency resources of relevant departments on a map to improve the efficiency of emergency response.
