近日，湖南省人民政府出台了《湖南省信息通信基础设施能力提升行动计划（2018-2020年）》，明确提出由中国铁塔统筹集约利用社会资源，依托全省市政道路、铁路、地铁、视频杆、路灯杆、公交站点等公用设施，提前储备5G站址资源。

《三年行动计划》明确了中国铁塔在5G站址的建设主体地位，并且围绕重点任务提出了支持通信基站建设的相关政策措施：

一是加强规划衔接。将铁塔公司等纳入规划委员会成员单位，各地城乡规划主管部门在编制审批各类法定城乡规划过程中，如涉及通信铁塔及相关站址配套设施，要征求本级工业和信息化主管部门、铁塔公司意见。

二是保障规划用地。各市州、县市区人民政府要将信息通信基础设施建设纳入当地城乡规划、土地利用总体规划，将信息通信基础设施项目优先纳入土地利用年度计划，合理安排用地，保障建设需要。

三是开放公共资源。各级政府要协调督促本地党政机关、事业单位、国有企业的公共设施和建筑为信息通信基础设施建设提供通行便利，免费提供使用场地。交通运输、铁路、市政等部门要为通信企业在省内高速公路、港口、桥梁、机场、地铁、高铁红线内的信息通信基础设施建设和使用地下管廊提供便利支持，规范资源租费。

四是推进杆塔资源共享。各市州、县市区人民政府要秉承“宏微结合、室内外协调”的思路，推进铁塔基站、路灯、监控、交通指示、电力等各类杆塔资源的双向开放共享，推动具有“一杆多用”功能的城市智慧灯杆建设和改造，作为5G基站站址资源。

The two is to protect land for planning. People's governments of cities, counties and municipalities shall incorporate the construction of information and communication infrastructure into the local urban and rural planning and the overall land use planning, give priority to the information and communication infrastructure projects in the annual land use plan, rationally arrange land use and ensure the construction needs.

The three is to open public resources. Governments at all levels should coordinate and urge local Party and government organs, institutions and public facilities and buildings of state-owned enterprises to provide access facilities for the construction of information and communication infrastructure and free use of space. Transportation, railway and municipal departments should provide convenient support for the construction of information and communication infrastructure and the use of underground pipelines within provincial expressways, ports, bridges, airports, metros and high-speed railway red lines, and standardize resource rental fees.

The four is to promote the sharing of tower resources. People's governments of cities, counties and municipalities should adhere to the idea of "macro-micro integration, indoor and outdoor coordination", promote the bidirectional open sharing of tower base stations, street lights, monitoring, traffic instructions, power and other pole resources, and promote the construction and transformation of urban intelligent poles with the function of "one pole multi-purpose", as the site resources of 5G base stations.
