近日，吉林省通信管理局组织三家电信运营企业及吉林铁塔召开了专题推进会，加快5G网络建设，推进网络强省。会议重点传达了省政府对加强全省5G网络建设的相关精神，并提出以下三点要求：一是要积极落实政府相关文件的要求，加快推进5G网络建设，切实有效地运用政府机关及公共资源无偿开放等政策，保障5G网络建设有序开展。二是各电信企业要以规划为引领，由铁塔公司牵头、各基础电信企业相配合，按需规划和主动规划相结合，将各基础电信企业5G建设需求与现有4G基站规划相衔接，编制全省通信行业5G基站站址规划。三是抓好落实，各电信企业要进一步加强与城建、城管、园林、电力、公安、交通等部门的联系，努力将通信基础设施规划与其他部门可共享的社会各类塔（杆）资源等公共设施规划同步纳入到基础设施规划中，实现“多规合一”。

会议强调，各电信企业要加强5G规划的编制，尽早形成5G站址规划初稿，确保抢占新一轮信息技术发展先机，加快5G与相关产业的深度融合，支撑“数字吉林”建设，助力吉林省新一轮振兴发展。

此前，吉林省委书记巴音朝鲁在吉林铁塔呈送的《关于加快5G布局助力我省经济发展的报告》（以下简称《报告》）上作出批示：“通信建设很重要，请朱天舒同志阅研并抓好落实。”《报告》汇报了吉林铁塔作为国有大型通信基础设施综合服务企业和国家战略性基础设施建设运营的主力军，三年多改革发展取得的成效。建设总量相当于过去20多年吉林省通信行业累计建设量的72%，助力实现吉林省4G网络全面覆盖，相比较传统三家电信运营企业独立建设的模式相当于减少铁塔重复建设6556座，节约行业投资16.71亿元，节约用地超过376亩。《报告》建议进一步发挥铁塔公司的统筹作用，加快5G基站站址规划建设，助力“数字吉林”发展。

The meeting emphasized that all telecommunication enterprises should strengthen the compilation of 5G planning, form a preliminary draft of 5G site planning as soon as possible, ensure that they can seize the new opportunity of information technology development, speed up the deep integration of 5G and related industries, support the construction of "digital Jilin" and help Jilin Province to revitalize the new round of development.

Previously, Ba Yin Chaolu, Secretary of the Jilin Provincial Party Committee, gave instructions on the Report on Accelerating the 5G Layout to Help the Economic Development of Jilin Province (hereinafter referred to as the Report): "Communication construction is very important, please Comrade Zhu Tianshu read and study and implement it well." The report reports on the achievements of the reform and development of the Jilin Iron Tower over the past three years as a major state-owned large-scale telecommunications infrastructure integrated service enterprise and the main force of the national strategic infrastructure construction and operation.
