9月25日，2018中国信息通信业发展高层论坛在北京举行。来自政府、电信运营商等各方嘉宾汇聚一堂，共同探讨信息通信业的新技术、新网络、新进展、新机遇和新挑战，分享了他们在网络强国和数字中国建设方面的探索与思考。

顾晓敏副总经理出席论坛并代表中国铁塔发表演讲。

尊敬的辛国斌副部长，各位领导、各位嘉宾、朋友们：

大家上午好！本次论坛主题是"共谋数字经济"。这对于做大做强数字经济，培育经济发展新动能，推动数字中国建设具有十分重要的意义。信息通信网络是数字经济的"大动脉"，信息通信基础设施是"数字中国"的基石。

移动互联网助推了数字经济加速发展，是数字经济新的强劲引擎，移动通信基础设施建设在数字经济发展中的作用和地位也日益重要。中国铁塔在国家大力实施 "数字中国"战略的大背景下成立，承载着减少行业重复建设、促进移动网络快速规模发展的使命。四年来，中国铁塔始终牢记使命，以"共享"为核心统筹集约建设，"一家建设 多家使用"，快速、高效地满足了集中爆发的4G巨量建设需求，助力我国建成全球最大精品4G网络，三家电信企业在不需要直接投资建塔的基础上站址数大幅增加，为数字经济发展、数字中国建设奠定了坚实的基础。四年来，累计满足了三家电信企业建设需求192万个，承建高铁公网覆盖项目总里程达到13700公里、地铁覆盖项目总里程达到2200公里；建设室内分布项目3.8万个，覆盖面积超10亿平米。如今，人们在高铁上看视频直播，在地铁里用手机网购，哪怕边远地区的人们也越来越多用手机开展农村电商，数字经济已经渗透到生产生活的方方面面。应该说，中国铁塔共享集约高效的模式有效助力了移动宽带网络快速规模发展，为数字经济发展提供了有力的基础支撑。

最近一年，我们将共享发展的理念从行业拓展到全社会，与社会各方广泛合作，积极推进"通信塔"与"社会塔"资源双向共享。我们与两大电网公司，市政、交通、公安等单位及大型房地产集团开展了跨行业共享合作，利用社会资源快速度、低成本、高效率推进移动通信基础设施建设。

上述成绩的取得，离不开工信部及各级地方政府的大力支持，离不开电信企业和社会各界的关心和帮助。在此，我代表公司，向各位领导、各位来宾表示衷心的感谢！

展望未来，数字中国战略加快实施推动信息通信向更深、更广的领域渗透，在5G、物联网、大数据等信息通信技术的有力驱动下，数字经济与信息通信的联系更加紧密。我们将继续高擎共享大旗，积极探索，努力实践，利用好自有站址和储备的千万级社会资源，更快、更好地支撑4G深度覆盖和5G快速部署，筑牢数字中国的基石。我们也积极参与数字经济发展，向社会充分开放站址资源，凝聚社会合力，共同拓展多元化合作，共享共赢为社会提供广泛信息化服务，为数字经济发展贡献力量。

In September 25th, the 2018 China information and communication industry development forum was held in Beijing. Guests from the government, telecom operators and other parties gathered to discuss the new technology, new network, new progress, new opportunities and new challenges of the information and communication industry, and shared their exploration and Thinking on building a strong network and digital China.

Deputy general manager Gu Xiaomin attended the forum and delivered a speech on behalf of the Chinese tower.

The following is the full text of the speech:

Dear vice minister Xin Guobin, distinguished leaders, distinguished guests and friends,

Good morning, everyone! The theme of this forum is "collusion of digital economy". It is of great significance to the development of digital economy, the cultivation of new momentum of economic development and the promotion of digital China. Information and communication network is the "artery" of digital economy, and information and communication infrastructure is the cornerstone of "digital China".

Mobile Internet promotes the accelerated development of digital economy, is a new strong engine of digital economy, mobile communication infrastructure construction in the role and status of digital economic development is increasingly important. The China Tower was set up under the background of vigorously implementing the "Digital China" strategy. It bears the mission of reducing industry duplication and promoting the rapid scale development of mobile networks. Over the past four years, China's Tower has always kept its mission in mind. It takes "sharing" as its core to co-ordinate intensive construction and "one building and many households using" as its core. It can quickly and efficiently meet the huge demand for 4G construction that has erupted centrally, and help China to build the world's largest high-quality 4G network. The number of stations of the three telecommunications enterprises on the basis of building the tower without direct investment is required. The substantial increase has laid a solid foundation for the development of digital economy and the construction of Digital China. In the past four years, a total of 1.92 million telecommunications enterprises have met their construction needs. The total mileage of the high-speed rail public network projects has reached 13,700 kilometers, the total mileage of the subway projects has reached 2,200 kilometers, and the indoor distribution projects have reached 38,000, covering an area of more than 1 billion square meters.  Nowadays, people watch live video on the high-speed railway, buy online by mobile phone in the subway, even in remote areas, more and more people use mobile phones to develop rural e-commerce, digital economy has penetrated into all aspects of production and life. It should be said that China Tower sharing intensive and efficient mode has effectively helped the rapid development of mobile broadband networks on a large scale, providing a strong foundation for the development of digital economy.

In the past year, we have expanded the concept of shared development from the industry to the whole society, cooperated extensively with all parties in society, and actively promoted the two-way sharing of resources between "communication tower" and "social tower". We have carried out cross-industry sharing and cooperation with the two major power grid companies, municipal, transportation, public security and other units and large real estate groups to promote the construction of mobile communication infrastructure with high speed, low cost and high efficiency of social resources.

The above achievements can not be achieved without the strong support of the Ministry of Industry and Information Technology and local governments at all levels, the concern and help of telecommunications enterprises and the community. On behalf of the company, I would like to express my heartfelt thanks to all the leaders and guests.

Looking forward to the future, the Digital China Strategy will accelerate the implementation of information and communication to a deeper and broader area of penetration, driven by information and communication technologies such as 5G, the Internet of Things, big data, and so on, the digital economy and information and communication will be more closely linked. We will continue to hold high the banner of sharing, actively explore, and strive to practice, make good use of their own sites and reserves of tens of millions of social resources, faster and better support the depth of 4G coverage and 5G rapid deployment, building the cornerstone of digital China. We also actively participate in the development of digital economy, fully open the site resources to the community, rally social forces, jointly expand diversified cooperation, share a win-win situation to provide a wide range of information services for the community, and contribute to the development of digital economy.

Leaders, distinguished guests, the report of the 19th National Congress of the Communist Party of China on the development of digital economy has been written into the report of the 19th National Congress of the Communist Party of China. The Chinese Iron Tower will take Xi Jinping's thought of socialism with Chinese characteristics in the new era and the spirit of the 19th National Congress as its guide, take this forum as an opportunity to vigorously promote sharing, cooperation, innovation and development, and strive to implement the We will make new and greater contributions to the development of Jida.
