6月7日，中国铁塔股份有限公司与安徽省政府在合肥签署战略合作框架协议，共同提升安徽省信息通信基础设施建设水平和信息化服务能力。签约前，安徽省委常委、常务副省长陈树隆会见了中国铁塔总经理佟吉禄。陈树隆、佟吉禄代表双方签署了战略合作框架协议。

根据协议，安徽省政府将从四个方面支持中国铁塔在安徽的发展。一是支持中国铁塔扩大在安徽的信息通信基础设施建设投入。将铁塔等信息通信基础设施纳入城乡规划，并做好与土地利用、城乡基础设施专项规划等相关规划的衔接，协助做好基站选址相关工作。二是加快完善宽带网络建设保障机制，依法规范简化宽带网络建设项目的核准审批，在土地征迁、施工环境、电力引入、舆论引导等方面给予政策或服务支持；依法查处逼迁基站、无正当理由阻挠施工、蓄意破坏信息通信基础设施、违法乱收费等行为；推进信息通信基础设施建设保护立法，营造信息通信基础设施建设管理的良好环境。三是支持并协调开放公有单位建筑物和市政、公路、铁路、民航机场、地铁等公共基础设施，用于铁塔、基站、室内分布系统等信息通信基础设施建设。四是鼓励和支持省内钢铁生产、信息服务、建设施工等相关企业与中国铁塔开展合作。

中国铁塔将加大铁塔、基站和室内分布系统等信息通信基础设施在安徽的投资建设力度，推动新一代移动通信网络全面覆盖，加快构建宽带、融合、安全、泛在的下一代信息通信基础设施，提升安徽省信息化水平，为宽带安徽建设、互联网经济发展和“互联网+”战略落地提供良好的基础设施支撑，促进安徽省信息通信产业的转型升级。积极推进信息通信基础设施共建共享和集约化发展，减少资源浪费，促进节能降耗。到2020年底，中国铁塔公司将在安徽累计新建铁塔及附属配套设施10.2万处、大型室内分布系统1000处以上，实现全省4G高速网络全面覆盖。

陈树隆表示，安徽省委、省政府将在规划、选址、环评、征地拆迁、设施保护等方面给予中国铁塔支持和保障，按照战略合作框架协议履行省委省政府的责任和义务，营造好环境，创造好条件，支持中国铁塔公司在安徽的发展。

佟吉禄代表中国铁塔感谢安徽省委、省政府对铁塔公司发展给予的大力支持，并表示中国铁塔将积极融入安徽“十三五”规划，努力建好信息通信基础设施，为推动“网络强国”、“宽带中国”、“互联网+”战略在安徽的落地，为加快“数字安徽”建设，为支撑安徽经济社会的快速发展作出更大贡献。

China Tower will increase investment in Anhui Province in information and communication infrastructure such as iron towers, base stations and indoor distribution systems, promote comprehensive coverage of the new generation of mobile communication networks, accelerate the construction of broadband, integrated, secure and ubiquitous next-generation information and communication infrastructure, upgrade the level of information in Anhui Province, and serve broadband Anhui Province.
