基站像电力、供水一样“先规划、后建设” 一直是通信行业追求的目标，但是之前由于运营主体多、市场竞争激烈导致通信基站建设缺乏规划、重复无序，合法性也频遭质疑，基站成为游走在法律“灰色地带”的“黑户”，导致通信人面对城市管理部门、业主的非难时无法理直气壮，挺直腰杆。铁塔公司成立以后“合三为一”推动集约化建设，积极主动与各省（区、市）政府开展战略合作，努力推动将铁塔基站建设布局纳入地方发展规划，着力破解长期存在的基站建设诸多难题。而要将省（区、市）政府与铁塔总部的战略合作落地，市级铁塔公司是非常关键的一个环节，如何通过参与当地城乡规划中的通信基础设施专项规划，为基站办理“准生证”和“户口本”？让我们来看看一个案例，有一定借鉴意义。

近日，山东省枣庄市规划局、经信委、铁塔公司联合召开《枣庄市通信基站专项规划（2015~2020年）》（以下简称《规划》）专家评审会。会议邀请中国移动通信集团设计院山东分公司、山东建筑大学、山东城市建设职业学院、山东省城乡规划设计研究院、山东省铁塔公司的5位专家组成专家评审委员会进行评审。专家经过认真研究讨论，认为该规划编制及时，具有重要的现实意义，能够满足枣庄市城市通信事业发展的需求，一致同意通过。此举标志着枣庄市《规划》编制工作向前迈进了一大步，通信基站获得“准生证”只差政府审批这“临门一脚”。

强化顶层设计

借力政府出台文件办法

铁塔公司统筹三家运营商建设需求，统一对接政府部门，为专项规划编制工作迎来了转机。从2014年公司组建开始，枣庄铁塔就启动了规划引领三步走战略，将纳入公共基础设施序列、规范科学布局、争取建设主动权，作为提升行业形象、履行社会责任的重要落脚点。

在枣庄铁塔的推动下，市政府于2015年2月以政府令的形式发布了《枣庄市移动通信网络基础设施建设与保护办法》（以下简称《办法》）。作为山东省首个地方性通信行业规范性文件，《办法》率先提出基站建设要遵循“统一规划、统一建设、统一管理”的原则，并要求城市新区开发、旧区改造以及新建、改建和扩建各类建设项目时，应当根据电信专项规划将通信设施纳入市政基础设施或项目配套建设，统一规划、统一安排、同步建设。

明确执行标准

做到建设时有章可循

枣庄铁塔推动市经信委、住建局于2015年5月联合印发了《关于进一步加强全市建筑工程通信网络基础设施建设工作的通知》（以下简称《通知》）。《通知》明确指出，通信网络基础设施是经济社会发展的战略性公共基础设施，要把建筑工程通信网络基础建设纳入基本建设程序，建立健全统一规划、集约建设、资源共享、规范管理的建设管理体制，把通信设施作为必备的项目配套，做到与建筑工程统一规划、同时设计、同时施工、同时验收，要求相关单位严把勘察设计、施工图审查、工程施工、竣工验收等建设环节，确保建筑工程通信网络基础设施建设工作有序推进。

《通知》随文下发了《枣庄市建筑工程通信网络基础设施规划建设实施细则》，使建筑工程基础设施的规划、设计、建设与验收有章可循。

争取合法身份

推动主管部门编制专项规划

2015年1月，枣庄市启动了《枣庄市通信基站专项规划（2015~2020年）》（以下简称《规划》）的编制工作，由市经信委牵头组织，市规划局全力配合，铁塔公司具体承办，各电信运营企业积极参与，枣庄市城乡规划设计研究院承担具体编制工作。

《规划》遵循“四个原则”，即：保证运营安全原则、符合规划引导原则、体现资源共享原则、统筹公共利益原则，采取分步实施的建设方式。《规划》综合考虑规划期内移动用户人口普及率、移动通信发展趋势等多方面因素，结合目前规划区面积、现有基站布局分布等情况，科学预测了规划期内的基站需求量，重点满足新建居民小区、工业区、科技园区、商业综合体、游游景点、主干道路及热点农村的4G无线宽带网络连续覆盖需求。经过一年多的编制修改、多轮次的意见征询，目前《规划》编制基本完成，进入冲刺阶段。本次评审结束后，编制单位将按照专家提出的意见和建议对《规划》进一步修改完善，然后按程序报市政府审批，完成“临门一脚”。

至此，枣庄铁塔已一步一个脚印深耕专项规划工作近两年。《规划》审批通过后，将作为控制性详细规划的上位规划，为通信基站建设赋予合法身份，会极大地促进基站选址建设与城市规划建设的紧密结合，有效解决基站选址难等瓶颈问题，引导基站建设管理机制的创新完善，推动城市信息化的新一轮发展。

Promoted by the Zaozhuang Tower, the Municipal Government issued the Measures for the Construction and Protection of Mobile Communication Network Infrastructure in Zaozhuang City in February 2015 in the form of a government order. As the first normative document of local telecommunication industry in Shandong Province, the Measures first proposed that the construction of base stations should follow the principle of "unified planning, unified construction and unified management", and required that all kinds of construction projects, such as the development of new urban areas, the transformation of old urban areas and the construction, reconstruction and expansion of new, new and expanded urban areas, should be carried out in accordance with the special telecommunications planning. "Notice" clearly pointed out that the communication network infrastructure is a strategic public infrastructure for economic and social development, the construction project communications network infrastructure into the capital construction process, the establishment and improvement of a unified planning, intensive construction, resource sharing, standardized management of the construction management system, the communication facilities as a necessary The supporting projects should be planned, designed, constructed and checked simultaneously with the construction projects. In January 2015, Zaozhuang City started the compilation of the "Zaozhuang Communication Base Station Special Plan (2015-2020)" (hereinafter referred to as the "Plan"), organized by the Municipal Economic and Credit Commission, with the full cooperation of the Municipal Planning Bureau, the concrete contractor of the Iron Tower Company, the active participation of telecom operators, Zaozhuang City and Rural Planning and Design Institute to undertake. "Planning" follows the "four principles", namely: to ensure operational safety, in line with the guiding principles of planning, reflecting the principle of sharing resources, the principle of co-ordinating public interests, to adopt a step-by-step implementation of the construction. After more than a year of revision and several rounds of consultation, the compilation of the "Plan" has been basically completed and entered the stage of sprint.
