根据行业各级部门应急保障工作的整体部署要求和相关文件精神，针对目前台风汛期灾害性天气频发的现状，上海铁塔在不断加强自身应急保障能力的同时，近期联合三家运营商共同开展了防汛防台风应急保障实操演练活动。演练期间，上海铁塔重点加强了防汛防台风工作中的现场组织管理，梳理了从铁塔监控中心传报、一线抢修人员响应、区分建维经理升级汇报、运营商互联互通等故障传报及对接流程，各个环节均实操到位，演练取得了成功。

演练为更好地贴近真实环境，模拟保障背景为：上海市陆地台风最大风力达到10级，普降大到暴雨，并伴有强雷电。因暴雨、台风导致区域内出现水浸、停电、短路引起的火灾及铁塔倒塌等突发事件。

演练根据事先制定的《2016年上海铁塔防汛防台演练应急预案》，在上海市通信管理局的督导下，上海铁塔与各运营商、代维单位通力合作，锻炼应急抢修队伍协同作战能力，检验了预案制定的完整性及耦合度，提高了各级指挥人员处置重大事故的现场管理能力，切实达到了演练的目的。

现场参与的上海市通信管理局副局长丁紫雯指出，上海即将进入汛期，此次演练非常及时，对于刚成立的铁塔公司，如何保障三家运营商的通信网络畅通是一次考验，要通过演练，增强应急互动，勤练内功。希望每个施工单位都要进行统一的培训演练，内容根据应急项目强调针对性、多样化，可以是防汛，也可以是倒塔。丁紫雯还肯定了代维单位对于此次演练活动配合到位，称赞上海铁塔展示的通信保障发电车有新意。

上海铁塔副总经理赵行明表示将按照工信部的各项要求做好能力储备，和运营商紧密配合，完成通信保障的各项任务。对此次演练，他指出，上海铁塔作为通信行业的新兵，今天演练只是个起步。要牢记“演要入戏，练要入心”，只有这样，才能真正在实战中有所作为。他还希望协作的各单位能多提宝贵意见，帮助铁塔公司共同进步。

观看演练的各运营商相关负责人肯定了铁塔公司在短时间里能快速形成有效的应急保障能力，演练贴合实际；支持铁塔公司发电抢修车的应用推广；同时对于演练中的细节不足及互动加强提出了改进建议。
