由于选址难、阻挡多、场租高，城区内铁塔建设一直被业内视为基站建设中的“硬骨头”。近期，陕西延安铁塔积极创新，利用与城管合作建造“环卫之家”妙解选址难题，实现城区内零场租建站的同时，铁塔机房成为简洁温馨的环卫工人休息室，受到城管局及环卫工人的欢迎。

甘泉南关基站位于甘泉县城关镇西门坪，周边居民密集，话务量较大，且有210国道途经此地，是运营商网络覆盖的重点规划区域。甘泉移动曾计划在此存量站上增加4G设备，实施过程中遭遇合同续签困难、楼顶裂缝纠纷等因素阻挠。同时，周边另两处基站也面临“辐射”纠纷、危站（存在安全隐患的基站）搬迁等尴尬局面。存量站加不了设备，危站搬迁落不了地，繁华城区即将成为信息孤岛，用户需求与建站困难的矛盾成了运营商头疼的问题。

2016年年初，运营商正式向延安铁塔提出新建需求。甘泉办事处承接需求后，立即开展工作。通过区域经理与驻县经理大量寻访，较成熟的建站地点均因地理条件限制、邻里阻挡严重、群众惧怕辐射等因素未能达成一致。甘泉办事处决定转变思路，另辟蹊径。通过仔细观察，区域经理王慧龙发现，城区内的环卫工人在休息时没有固定的休息室，烈日暴雨时只能四处躲避。他大胆设想，与城管局合作，由铁塔公司出面修建美化彩钢房作为环卫工人休息室，同时划分部分空间作为铁塔机房放置设备。想法汇报到市公司后，得到主管部门及公司领导的肯定和支持。随后，区域经理与驻县经理积极与甘泉县城管局沟通协商，“环卫之家”方案得到城管局的认可和欢迎。城管局承诺，将在铁塔规划范围内免费提供公共场地，一举解决城区内铁塔建设选址难、场租高、阻挡多的难题。

在双方进一步的友好协商下，“美化灯杆＋环卫之家”的铁塔形式与周边住宅小区、火车站广场和谐一致，以公益项目为由的建设模式自开展以来工程进展顺利，再无阻挡。9月中旬，西门坪环卫之家建成投入使用，环卫工人有了自己的休息室。在简洁舒适的休息室内，环卫工人握着铁塔区域经理的手直说感谢，城管局也特意为铁塔公司送来锦旗。9月下旬，铁塔公司承建的甘泉南关基站圆满交付，成功化解了两家运营商站址搬迁、1家运营商加不了设备的危机，同时为创新开展铁塔互惠互利建设提供了新思路。

At the same time, the other two base stations around also face "radiation" disputes, dangerous stations (base stations with security risks) relocation and other embarrassing situations. Inventory stations can not add equipment, dangerous stations can not move to the ground, busy urban areas will soon become an information island, the contradiction between user needs and station construction difficulties has become a headache for operators.

In early 2016, operators formally proposed new requirements to Yanan tower. After taking the demand, Ganquan office immediately began its work. Through a large number of visits by regional managers and county managers, the more mature stations are due to geographical constraints, neighbourhood barriers, people fear radiation and other factors can not reach an agreement. Ganquan office decided to change its mind and find another way. Through careful observation, Wang Huilong, the district manager, found that the sanitation workers in the city had no fixed rest room at rest, and had to hide from the sun and rain. He boldly envisaged, in cooperation with the city administration, the tower company to build beautified color steel housing as a sanitation workers'lounge, while dividing part of the space as a tower machine room placement equipment. After the idea was reported to the municipal company, it was affirmed and supported by the competent department and the company leaders. Subsequently, regional managers and county managers actively communicated and negotiated with the Ganquan County Urban Management Bureau, and the "Sanitation House" scheme was approved and welcomed by the Urban Management Bureau. The City Administration has promised to provide free public space within the scope of the tower planning to solve the problems of difficult site selection, high site rent and many obstructions in urban tower construction.

With further friendly negotiations between the two sides, the tower form of "Beautifying Lightpole + Sanitation House" is in harmony with the surrounding residential quarters and railway station square. The construction mode based on public welfare projects has been progressing smoothly since the project was launched, and there is no hindrance. In the middle of September, the home of the sanitation gate was built and the sanitation workers had their own lounge. In the simple and comfortable lounge, the sanitation workers held the hand of the tower area manager and thanked him. The City Management Bureau also sent the flag to the tower company. In late September, the successful delivery of the Ganquan Nanguan base station contracted by the Iron Tower Company successfully resolved the crisis of relocation of two operators'sites and the inability of one operator to add equipment. At the same time, it provided new ideas for innovative and mutually beneficial construction of the Iron Tower.
