德州分公司积极推进区县移动通信基础设施专项规划审批落地。目前，除中心城区专项规划已在2015年通过规委会审批，其余10个县（市、区）中，陵城、宁津、庆云、平原四县（市、区）专项规划已通过专家评审，武城、夏津、乐陵、齐河四县（市、区）专项规划已完成意见收集。

一是强化沟通，理顺流程。德州分公司积极协调德州市经信委，取得各县（市、区）经信局对专项规划审批工作的支持。各县（市、区）经信局作为区县专项规划落地审批牵头单位，就专项规划文本编制、意见收集、专家评审、规委会审批、单站建设审批等环节与规划局、住建局、国土局、执法局等相关单位积极沟通，协助德州铁塔公司理顺关键流程，为专项规划工作的落地审批扫清程序障碍。

二是广泛听取意见，合理高效编制。在规划编制期间，德州分公司多次与三家运营商召开联席会议，讨论规划基站布点的合理性；同时各区县办事处积极征求各乡镇政府意见，确保了基站布点的有效性。由于规划编制工作扎实，因此在意见征集及专家评审阶段得到一致好评，陵城、宁津、庆云、平原四县（市、区）的专项规划一次性通过专家审批，为下一步获得规委会审批、纳入城乡建设统一规划打下了良好基础。

德州分公司还将锲而不舍，推动专项规划在全市所有县（市、区）的审批落地，为依法保障移动通信基础设施的规范建设与安全运行而努力。

The key process is to clear up the procedural obstacles for the approval of the special planning work.

Two, we should widely listen to opinions and make reasonable and efficient compilation. During the planning period, Dezhou Branch held several joint meetings with three operators to discuss the rationality of base station layout planning; at the same time, each district and County Office actively solicited the opinions of township governments to ensure the effectiveness of base station layout.
