一、“三清”即盘清家底、摸清流程、理清问题。盘清家底是指核实铁塔塔型、挂高以及运营商BBU设备放置情况等产品配置信息，根据审计报告审定值核实电力引入费，与运营商核对油机发电记录核实发电费用，保证收入颗粒归仓。摸清流程，是指针对三家运营商不同的产品服务费确认与付款流程，找出流程中各环节的责任部门、主管人员及工作衔接点，紧盯资金预留、结算依据签署、开具递送发票、付款流程发起，确保环环相扣。理清问题，即针对异议问题，安排客户经理找出争议点，提前介入解决，及时做好沟通和协调，确保不影响整体付款进度。

二、“四明”即任务目标明确、责任人明确、时限要求明确、沟通协作机制明确。月初，运营部制定当月回款目标，提前制定回款应急预案，明确责任人，规定完成时限，列入对客户经理的的重点考核指标。针对回款过程中的突发事件，客户经理及时汇报，公司上下齐心、共同解决。同时嵌入运营商内部，紧盯审批流程，打破运营商内部的部门藩篱，高效促进营收目标完成。

三、建立服务恳谈会、服务月报等多形式的联动机制。德州铁塔公司通过召开服务恳谈会、向运营商报送服务月报等形式，建立常态化的服务沟通机制，主动向运营商通报建设、维护工作进展，有效提升客户服务满意度，化解营收工作争议。
